Telegraph of the Chairman of the Mongolian and Tibetan Affairs Commission Wu Zhongxin from Lhasa to the Republic of China (ROC) government:
According to letter received from the Regent of Tibet Reting Hutuktu, the matter of reincarnating the 13th Dalai Lama has been settled after observation at the sacred lake, waiting for the spirit, and agreement of monks and lay officials. The spirit boy they found in Qinghai, Lhamo Dhondrub, showed special abilities, being the true reincarnation of the 13th Dalai Lama, so it is requested that drawing of lots be waived, ... Please forward to the central government for approval. Response expected. I have examined the various facts of the special abilities claimed and found them all to be truthful. I request this be passed to the National government to declare approval of said spirit boy Lhamo Dhondrub as the 14th Dalai Lama and dispense 400 thousand yuan as funding for the enthronement ceremony, to demonstrate preferential treatment. Response expected. On such basis, the request was made at the 450th meeting of this commission, with the result: passed, so forward this to the National government for declaration.
据西藏摄政热振呼图克图来函略称，第十三辈达赖喇嘛转世一案，迭经观海、降神及僧俗官员公认，青海觅得之灵童拉木登珠种种灵异，实系第十三辈达赖喇嘛化身，应请免予抽签，……请转呈中央核夺。等情。忠信复查所述灵异各节，均属确实，拟请转呈国民政府颁布明令，特准以该灵童拉木登珠继任第十四辈达赖喇嘛，并发给坐床大典经费四十万元，以示优异。等情。据此，当经提出本院第四五○次会议，决议：通过，转呈国民政府颁发明令。
Telegraph from the ROC government to Wu Zhongxin:
The Qinghai spirit boy Lhamo Dhondrub, being deeply wise and showing special abilities, and having been found as the reincarnation of the 13th Dalai Lama after investigation, shall be exempt from drawing of lots, and be given permission for succession as the 14th Dalai Lama. Be it declared.
As Lhamo Dhondrub has been specially approved to succeed as the 14th Dalai Lama, and needs funds for his enthronement ceremony, the Treasury Department of the Executive Yuan shall appropriate 400 thousand yuan for this, to show preferential treament. Be it declared.
青海灵童拉木登珠，慧性湛深，灵异特著，查系第十三辈达赖喇嘛转世，应即免予抽签，特准继任为第十四辈达赖喇嘛。此令。
拉木登珠业经明令特准继任为第十四辈达赖喇嘛，其坐床大典所需经费，着由行政院转饬财政部拨发四十万元，以示优异。此令。
